EMP baby!!
Although the Pettrelli boys saved 0.07% of the world's population, wouldn't the EMP from the blast wipe out New York electronically?
All the wealth stored as ones and zeroes would then become plain zeros, plunging the US into a depression. Meanwhile a dozen genetically engineered killing machines escape from secret government lab. One of them moves to Seattle and lives the life of a hot transgenic on the run, hiding as bike messenger.
Cue Public Enemy & MC Lyte...

EMP creates a high voltage over any length of wire, which will damage circuits not able to handle it. Tubes are affected just as much as other circuits, but they tend to be more robust at handling the spikes.
However, it's never clear what Ted's power delivered. For example he was able to deliver an EMP burst without a heat burst, and we are given no information about how that works, or whether he can't do the reverse.
A Ted blast involves radiation sometimes and not other times, we really can't tell.

You'll have to be more specific since that article agrees entirely with what I wrote. It says, as I did, that all wires will be affected by the pulse, but that tubes are much less vulnerable. So can you tell me what you are trying to say with your one line cite?
