Haven't the writers goo over the top with that figure?
The idea that could be still a working society, that for instance can process deportations (you know, filling forms and papers, flying planes, etc.) with only 7% of the world population (with the 93% disappeared not gradually but quite traumatically) is rather implausible. Would the factories, the airports, etc, work? I think people would flee to the country and be terrified of being in contact with another human.

According to the CIA World Fact Book, the world's population (as of July 2007) was 6,602,224,175. Subtract 93% and that leaves 462,155,692 people left on the planet.
Which would be enough to run a more or less modern society (as most of the 'hardware' is sitting there abandoned) if every body who was left was in the same general area, but those 462M people are scattered all over the globe.
In fact I'd guess that as the majority of deaths were from the Anti-Hero Virus and as viruses are most dangerous to those living in densely populated cities, many of those who did survive are ass-backward primitives running around in the boonies of the Amazon jungle, Siberia, the Sahara desert, Australian outback, ect.
And even if a modern city dweller were immune from the Anti- Hero Virus, they'd likely soon die from the various other diseases that would pop-up due to bazillions of unburied bodies laying around all over the place.

Fleeing the country is how it spreads. I think 7% is an estimate of how many people are completely immune to a given disease, which is probably where they got the 93%.

Actually, the point that Linderman made was that New York's population represents 0.07% of the world's population. That figure was even the name of an episode  .

And since it started in New York, I'd expect it to reach its finale there, so it's still possible that the population will reach 0.

If the people running the government had time to produce a vaccine but only enough time to produce a certain amount before almost everyone died, they'd give it to themselves and those who protect them first. Make sense?
