Technically, yes.
Un-technically, Linderman had the same power as Claire the only difference being that he can use it on other people.
And of course Kensai has the exact same power as Claire but we found that out after the BF was revealed as a flyer.

Chronologically, yes, because we saw his in the 1600s, episodically, no, we saw West fly in the first episode. We didn't see Kensei heal until the end of the 2nd.
