It's definitely worth appealing... doesn't cost anything, not even a stamp, if you hand it in at a Post Offal (sic) branch. The only item I ever had confiscated was the Dragon Breeder manga anthology, and my appeal was approved. Basically I just filled out the form and attached a letter. It was years ago and the statute and/or form may have changed, but there still should be an official appeal process. Most likely just about any appeal would be approved... they don't really give a flying f**k what gets imported, they just need to show that they're doing something so that their jobs don't get downsized.

The really annoying thing about Canada Customs is that most of this stuff which they confiscate is _perfectly legal_ within Canada. It's just not legal to _import_ it.

UPS is pretty nasty with those charges. If you live in a city where the packages are cleared through Customs you can opt to clear it yourself and save the brokerage charge. I know you can do this in Vancouver, and I'm guessing Calgary as well.
Puralator is Canada Post I think, and they take over packages sent by a number other US couriers. There's another one that charges a hefty charge but I can't remember who it is anymore.

Oh, don't start. The US has more than it's share of problems - I'll still take Canada any day. I suspect our customs laws are a relic of the 70's or something, and it takes a lot of momentum to actually get laws changed.
