No, Claire was adopted, Noah and his wife weren't able to have children. Claire's biological mother was Meredith (?), the firestarter, who had an affair with Nathan when they were young.
People may be thinking they're sisters because they're both blonde and bear a slight resemblance to each other, but I doubt it.
