When Elle shot down West and Claire, why didn't her lightning travel at the speed of light?
I don't think this is a significant plot point, but some have discussed it - Elle said, 'I am...Dad...but I was shot.' That short pause and tone when she said 'Dad' seemed pointed, indicating that he wasn't the biological dad.
Hmm, Kristin Bell has almost matching freckles or moles on either side of her eyes.

It did. All light travels at the speed of light. It's the duration and brightness that allows you to see it, not it's speed.
Maybe. Or maybe she was telling him without words that she knew something she hadn't known before....

Lightning travels at ~10% speed of light. Lightning is electrical thus is based on charged masses. Anything with mass can not accelerate to speed of light.
Still - 20,000 miles per second is fast. At least faster than any human reaction times - so a flying person could be easily tracked and there won't be any evasive maneuvering.

I just checked and lightning travels at 136,00 MPH, so I was completely wrong on that. Still, we saw a ball of lightning travel toward West, like it was a baseball.
So I checked on ball lightning and found that it can hover in place, so what we saw was plausible.
So...um...nevermind.
