And they were going for 22 I think, split into 2 chapters.

They might be able to just about do it if the writers come back now. After all, they cancelled Heroes: Origins (for this season at least).

No. The second season has been planned from the start to be broken in to two parts (or Chapters).

Chapter 2 (the first part of season 2) was always planned to be 11 episodes. They planned on taking the winter break and then showing Chapter 3 (The second part of Season 2). That would be the remaining 11 -14 or so episodes.

The only change (from what I've heard) is that they had to redo the end of episode 11 to make it a possible Season finale (instead of Chapter finale) in case, they don't get to finish Season two properly.

That and they canceled Heroes: Origins (which was originally going to run in the Winter break, then moved to happen at the end of the season).
