When Peter absorbs a power, it works that same way for him as it does for the original mutant. Since the power doesn't negatively affect The Haitian, it won't affect Peter.
Of course, The Haitian should be able to use the power on Peter, and Peter should be able to use it on The Haitian. I imagine it would be the person who uses the power first that gains the advantage.

Peter's power is automatic, and from what we've seen, the Haitian's is not. In theory, that means the Haitian would have to be actively blocking Peter's power from further away than Peter can absorb it, and never let down his guard. Besides that, we don't exactly know the limits of the Haitian's power, and it's possible that 'empathy' may not be one of those things he can block.
If you're talking about them using the same power on each other, there's a few other things to consider. For starters, people seem to be immune to the effects of whatever power they have, so it's not even clear that the two of them could use their power on each other. On the other hand, in Five Years Gone, Peter seemed to take for granted that the Haitian could shut his power down. We also don't know, for example, if the Haitian needs to know specifically what power he's trying to block, and if he could stop Peter from using *any* ability or only those he specifically knew about.

Peter's native power - the mimicry - is automatic, but he can activate and deactivate absorbed powers at will. It's not quite so clear that 'always on' powers are necessarily 'always on' for Peter (although there is strong evidence based on the fact that he revived from the glass in the head).
Not true at all. They are immune to the effects of their *own* power, but not to that power if it is wielded by someone else. For example, Peter was able to read Matt's mind. Also, Peter used TK on Sylar (although, admittedly, the whole stealing powers thing might affect that situation).
I imagine that TH would need only to block the basic power - and all others would fail.

I don't recall Eden saying anything to the Haitian. She told Sylar to 'go to sleep' a couple of times, then nodded at the Haitian, who walked up and grabbed Sylar's face.

The most logical explanation is that is that Nathan's mother didn't want him tagged so she gave the Haitian the same kind of orders she gave him about Claire. Looking out for her family after all.

Hmm. I thought it was pretty obvious they were after him as a mutant. HRG seems to know *everyone*'s power, often before they do. And it was HRG and the Haitian, who's general assignment w/ the Company was abducting mutants. Plus, when he came upon Nathan and Nikki in bed together, he said 'just take the one', indicating that he knew both of them were mutants but was only interested in kidnapping Nathan this time.
Though as mentioned in a previous reply, I guess it's reasonable that the Haitian was under standing orders from Angela to let certain people go, like her sons. I would have expected some kind of reaction from HRG at the time, though.
